A regular meeting of the CanDo Board of Directors was called to order at 6:00 p.m. on Tuesday, May 20, 2014, at the First Christian Church at 685 Marion Street NE, Salem.  Rebekah Engle was in the chair and Sarah Owens acted as secretary.

Minutes of the April meeting were approved.  The agenda item “SRC Chapter 86 Discussion” was postponed to the June meeting.

Officer Upkes reported increased enforcement action in Marion Square Park (30-day exclusions) and Wallace Marine Park (transients); “racers” have been gathering in the A.C. Gilbert Discovery Village parking lot, and from there going out of the county to race; this year’s July 4th celebration (fireworks) will be sponsored by the City and will not include a carnival*; the Mayor’s Safe Streets and Parks Task Force proposal to provide portable public toilets is with the Chief, and has effectively been tabled indefinitely.

Aaron Panko reported that the City Council had directed staff to identify and bring back recommendations for amendments to the 1994 regulations restricting the operations of mobile food units, particularly those requiring a 500-foot separation between the units (intended to prevent clusters) and maximum 6-month stays in a given area.  There was general agreement that consumers favored lifting those restrictions, but the “brick and mortar” restaurant owners should be consulted.  Residents and businesses wishing to share their views were invited to contact Mr. Panko at apanko@cityofsalem.net.  

At the close of the meeting, the board nominated and elected Michael Livingston as Chair, Sarah Owens as Secretary and re-elected Erma Hoffman as Treasurer.  Outgoing Chair Rebekah Engle was recognized warmly for her many years of leadership on the board.

The meeting of the Board of Directors adjourned at 6:53 p.m.

*On June 9, 2014, the City Council approved spending up to an additional $15,000 from the Cultural and Tourism fund for live music and event support (chemical toilets, dumpsters, security, advertising, etc.)
